Cuteness is not a factor for approval, or at least it shouldn't be. There is nothing wrong with asking for a quality check for a image with questionable quality such as this one.
Hair going under the edges of the eyes isn't a flag for me, I've seen it on other, approved images too. Sure, the artist could pay attention, but honestly, that's the only thing I see here.
If this image is "of questionable quality", then let me just go ahead and flag all the oekaki for the same reasons. Might the naysayers enlighten us as to what exactly the find questionable about the quality?
Don't you know that the normal rules and standards for quality apparently don't apply to Touhou? After all, what would Danbooru be without double standards, complete disregard for the rules and mods with egos larger than the sun? It would be a useful, fair image archive, and that's simply not the Danbooru way.
I find your lack of nose disturbing... Overall though the art is mediocre. The eyes look a bit too low on the face. There isn't much detail. I don't know what's being said, but the chances are pretty good that it's not interesting enough to redeem the image.
Considering how much attention this one piece is to cause this debate I would have to say It was interesting enough, otherwise would we have had this discussion?

It also depends on the drawing style of the artist. There are artists who always draw the hair going under the eyes. It would be arbitrary and stupid to say <<Well, we don't allow any images of this artist because he draws hair going under the edges of the eyes>>.

I agree. I think the rule should be, that all flags without a detailed explanation / comment what is wrong with the image (quality, content, ...) should be voided / ignored. If somebody really thinks an image should be deleted it isn't too much to ask for a detailed opinion why. It would also avoid people going around and flagging all images of an artist they don't like or an specific character, fetish, whatever they don't like.
As for this specific image: There are lots of details that could be improved, but overall I don't see any strong reason why it should be deleted either.
