This was tagged as original, but I looked at it and for some reason thought "sky girls".
According to ANN Shimada Humikane is one of the character designers for the series.
There is someone similar on the front page of the official site: http://www.konami.jp/visual/skygirls/ (top left), but she is not on the characters page.
According to the source URL this girls name is Elize (エリーゼ), and according to ANN there is a character called Elise von Dietrich (エリーゼ・フォン・ディートリッヒ) so I have tagged it as such.
