I figured out from Pixiv that this is based on a scene from a manga called Kyoushirou 2030, which takes place in a post-WW3 Japan. I get the basic idea but what exactly are they eating? I can't understand japanese so im letting my imagination run wild. it could be a number of things, such as soilent green, human waste, dirt, toxic waste, or other things of that nature, or is it more tame and its just VERY EXPIRED curry they are eating?

If you mean in the original, they're still eating curry rice, but then the soldiers in charge run a poison gas test.

Alternatively, Sanae could be preparing for the "poison gas" that she thinks will be emanating from Keine shortly after eating all of that curry. That was actually my first thought when I saw the gas mask, before I clicked the link and saw what the meme really was about.
