I think ZUN saw the similarities between the two monsters and kinda mashed them together.

Her theme is called "Dullahan Under the Willows", so it's likely.

i can imagine future post of kagerou chasing the eientei rabbits around trying to eat them. i imagine seeing sekibanki accidentally scaring people (kogasa mostly). and as for wakasagihime i imagine many fishing and sushi jokes ahead.

ZUN commented in her theme that he doesn't know if rokurokubis stretch their necks or detach their heads. Judging from the name of her theme, however, it's probably like what you said as well. So basically, not knowing what a rokurokubi actually does led him to combine her with a Dullahan.

Saying that he doesn't know was a joke.
