The Nexus line receives them on time. So far, I've received every update to my Nexus S at the very latest 24h after it was officially pushed. The only exception was the latest one, which deprecated my device, and wasn't pushed to the Nexus S model.

This is why you root your phone and install custom roms.

Nexus get all updates, but only for a certain time. See Nexus One, no 4.0. Nexus S, no 4.2. This list will grow.

The average person is not going to root and flash their android. Its too much hassle and each phone has their own quirk. Plus with custom roms there is something that always breaks.

Except for the Nexus line, any Android smartphone will, at best, receive 2 or 3 (very rare) software updates before the OEM decides to EOL it and cut it out from any futher updates.

Heck, even Windows Phone gets a more reliable update roadmap unless Microsoft plans a platform jump like with Windows Phone 8.

It's for that reason I ditched my Galaxy and went with a Lumia when the former finally died on me 3 months ago.

I'll take my chances with whatever issues custom roms comes with. Plus, the developers are quick to fix it once it's reported. Also, I would rather deal with temporary rom issues, than the awful bloatware that comes packaged with most phones that you can't uninstall.

Apparently, P&D can be installed on Android 2.4 and up, and Sanae-san had 2.3.

Wow, I really am behind on the times, I still have a dumb phone. I can't put any aps on it at all. I feel your pain, Sanae-san. Who needs to be able to go on the Internet at anytime from any place, anyway?

Also, sometimes the phone service provider will hold the updates too.

woooo, almost 9 years later, and all Android OEMs decided to send their smartphones at least 2-3 software updates instead of just forcing customers to stay with one Android version forever! Samsung is even pumping it up to 4-5 years (compared to Google's 3/4 years of software updates nowadays)
