Im guessing that the comic is comparing the goals, strengths, and motivations of Giovanni to the other enemy team leaders, and by looking at the last panel, it looks like Giovanni can't stack up to the other leaders.

While it's almost never depicted (most likely not in this image either), from what I remember, Giovanni's private goal was something along the lines of 'I want to make a world where my son(?) [Silver] will never face the same discrimination that I did'...
...I don't know about you, but that feels like a somewhat noble cause to me. If only a little misguided.

Apparently, Giovanni was born a poor nobody and built his way up the hard way.
No idea really, I can't remember well enough. I think it was from an interview with one of the Nintendo guys or something like that (gamefreak, etc).

So... his response to discrimination against the poor/have-nots that he suffered in his childhood... was to build a criminal empire that would victimize the defenseless? After he had already made himself into a Gym Leader, one of the most respected positions in his culture? Yeah... "a little misguided" doesn't quite cover it.
