He's probably using the 250 fuel, 30 ammo, 200 steel, 30 bauxite recipe, hence all the leftover ammo.

If I had to guess she's probably being sent on an expedition that only provides ammo. Note that the ammo supply is significantly higher than the Fuel, Steel and Bauxite(Aluminum) supplies.
