"Grown so much"? She's still a child (in every sense) after 500 years, that's sort of the opposite of Growing Too Fast. What do you want, cryogenic freezing so she can't mature at all?
From Renaissance times up until EoSD, she was confined indoors because she was too dangerous. Since then, she's been interviewed by Aya, gone outside the mansion, and in fanon at least, made friends. I haven't heard of her killing anyone. Either she's grown emotionally, or Remilia's been underestimating her these last few centuries.

That depends a lot on the author.
Compared to other characters, where a character like Rumia's personality can be rewritten however that one author choses, Flan causes a bit more consternation. Because Flan's being in the basement for so long is a canon fact, but the nature of why is a little murky, it really divides up the fanon on that one front.
There's basically three ways you can look at Flan:
1. Flan is a nice girl who is locked up by her sister unfairly. This makes Flan a happy-go-lucky girl, but Remi is turned into a monster by comparison for being a tyrranical and uncaring older sister. Hence, people who really want a toothless and innocent Flan usually wind up making Remi into a villain.
2. Flan is a screaming psychotic, and her harried older sister locked her away as the only way of protecting the rest of the world from Flan, even though she wishes there were some way to save Flan. This makes Remi out to be a suffering but good-natured older sister, but makes Flan into a monster that can't be used in any way that shows her getting along with others happily. Hence, it's used by people focusing on Remi, and willing to relegate Flan to nothing but someone who will start attacking the instant she appears, and can't be used for civil conversing or romance arcs except as a threat.
3. Flan is a psychological wreck who is in the basement not because she's locked up there physically, but because she's afraid of leaving the basement. She may or may not have killed people by mistake in the past (bonus points for killing her mother or something,) and constantly mistakenly destroys inanimate objects or blows up fairies that can regenerate. As such, she locks herself in the basement for fear of hurting others (and being hurt), and is a severely depressed little girl. This spares both Scarlets from being portrayed as absolute monsters, but it still also prevents Flan from really being able to go off on romance arcs or the like. If she does go outside, expect her to accidentally break a lot of things or maybe accidentally (or even purposefully) kill someone if it's a dark enough work.
Millet Soup, for what it's worth, seems to lean more towards the third option. But then, there's plenty of fanon that wants to make a true villain out of one or the other Scarlet.
