The wiki gives her an estimated age of 14 or 15.

Considering Mami's been through more hardship at age 15-ish than most of us will through our entire lives, and she's also kind of the group mom/older sister...well, if not another magical girl who'd understand her life, an older woman sounds pretty reasonable.
