I'm pretty certain this is a seiyuu joke. Balalaika's seiyuu Koyama Mami voices Norimaki Arale in Dr. Slump. I figured it was supposed to be her, and looking at the Wikipedia, the "Ncha!" thing in the bottom right corner seems to be related to her as well.

Normally people would go aw. But in this case, they'd go "AIEEE!!!"
