Aside from the suggestive top panel, I'm presuming that the IJN had to train to dive from fairly high platforms into the sea. They must have believed that having the capacity to jump from a large, elevated platform at sea without being scared of the water, and then treading water for long periods of time might be helpful for people on large ships with elevated decks that were constant targets of sinking for some reason.
