I think it's a poppy, with those green things being the buds from which opium is harvested.

It's Opium, very popular in Victorian London.

For the curious: The man here appears to be Joseph Barnett, the roommate/lover of the last victim, Mary Jane Kelly. Physical descriptions match up and there's even a nod to his testimony (though in actuality, it was the eyes and the ears.) It's a nice little detail on potato pot's part.
