The only canonical source that says otherwise is that racist bitch Akyuu, who gave Yuuka a Human Threat Level higher than Flandre "Power To Destroy Anything" Scarlet and a Human Friendship level worse than that of the genocidally insane poison fetishist Medicine Melancholy. She does go to the Human Village fairly frequently and some shopkeepers are a bit unnerved by her smile, but that's the worst she's ever done to them; and there's no telling (in canon, at least) whether she's actively trying to spook them, or if she's trying to be nice but the humans' self-preservation instinct is telling them that a powerful youkai giving a pleasant smile is a Very Bad Thing™.
Sure, Yuuka will get upset if you trespass on her property or damage her flowers, and is strong enough to personally make sure that nobody ever makes that mistake twice, but who wouldn't be upset if they were in Yuuka's place?
Calling Akyuu a racist bitch is a bit much, given that she's doing Youkai a service by actively encouraging fear and respect of them even while providing information on them. It's a bit of a balancing act. Besides, we can't go forgetting "Genocide is just a game" because she hasn't done it recently.

THIS. Yuka may put on a show of being the scariest thing in Gensokyo, but she's one of the most pleasant people in the region unless provoked. Note, "unless provoked." Yuka's a nice person, if a little creepy, intentional or otherwise, but you'll get what you deserve if you piss the woman off. *After Yuuka wreaks havoc through Makai to get to Shinki* Shinki: "What are you here for?" Yuuka: "I just came to play. I was bored." Shinki: "Haven't you been going a little far, though?" Yuuka: "Genocide is just another game. It doesn't matter whether it's humans or Makai residents."
I'm not sure what your standards for sanity are, but "commits genocide for fun" probably crosses them.

Is "silly bluster" a new euphamism for "shooting lasers through cities full of people"? Because Yuuka really was committing genocide, and Makai really was destroyed in the battle.
Not to step on your waifu fantasies, and there's plenty of room for fanon in Touhou, but canon paints several characters as outright psychopathic individuals, and fanon tries to paint over the fact that vampires really do drink human blood, Flan really is unstable, youkai do eat humans, etc.

You assume Yuuka's route was canon. Also, the person who did the most damage to Makai was Shinki herself. Compared to setting her palace and THE ENTIRE SURROUNDING CITY on fire, anything the four protag girls did is a drop in the bucket.
