The background behind it being that "TURKEY TROTS TO WATER" and "THE WORLD WONDERS" were cypher garbage; bits included for the sake of encryption that were normally to be cut off by the transcriber before being "handed up," however the latter was left on and Halsey took it as an insult (and since he'd fallen for bait so gloriously, I would have too if I were him...).
