help:users outlines the privileges each account level possesses; regular users can change the type of tags that possess less than 50 posts. To change a tag type either search it out under the Tags header and click the edit button or prefix it with the proper type when uploading or editing a post; the prefixes can be found in the Tagging section of help:cheatsheet.
