Maybe because this is Namori's art style, but I swear this is Chinatsu cosplaying, and cosplaying very well in this case.

You're not the only one since I saw this as Chinatsu from the thumbnail, even before checking to find out it was by Namori.
Might be because she made Chibi Usa so big and Chinatsu-like.
