I'm pretty sure this is that meme about Akagi in the anime being referenced, but I'm not sure what tag or pool that is.
I tagged them waterskiing_(meme). If someone can come up with a better name please a head and change it. The Japanese tag for it is "水上スキーコラ", literally "Waterskiing Collage".
Given the translation, it does not appear the meme is being referenced. Additionally, it's not a straight usage of the meme as that's how a wake can appear & the composition is different.
