Season 1 and season 2 were actually made by different animation companies. Season 3 (Minami-ke Okaeri) will be made by the same company that did season 2.

Fake boobs, no. Real ones have a high fat content in them, and fat floats, so they do.
Anime physics just exaggerates the effect along with the relative size.
