Probably something to do with all of these being rare drops in Pokemon, and thus requiring the slaughter of many of the item-holding pokemon in order to get it. You can catch them in pokeballs, but it's more efficient to use a move like Thief or Covet and kill the wild pokemon.

If no one buy elephant's tusks or rhino's horn, poacher won't hunt them.
