The fact still stands that all these ships (excluding Houshou) met their fate when America rolled in. Even Nagato met her fate by America from Nuclear Warhead testings in 1946 at Bikini Atoll.

I'm guessing it is a common thing to want a scapegoat when you lose a valuable ship outside of combat. A turret blew up on Iowa as well in 1989 and one of the dead sailors was blamed for a suicide attempt. Later investigations show that it was an accident however.
