I wouldn't say unconditionally; she just saw from the start that his antics were due to seeking attention and affection from others. He was a kindred spirit to her. And she saw that he was a genuinely good person if a bit mischievous. Sure, he's an idiot, but he was never spiteful, mean, or cruel. While everyone else was drooling over bad boys for shallow reasons, Hinata was looking at Naruto for who he really was and fell in love with someone she knew was compassionate, sincere, and worth falling in love with (even if Kishimoto failed to follow up on her arc properly). Heck, I think we can also add "intelligent" to the waifu checklist because Hinata never did anything outrageously stupid or irritating in the series (going solo against Pain without contingency notwithstanding)
