That's a very strange way of filling the missing colour in the corners of an outline, it's almost around all the sketch of her. Is there a tag for that? Like "unfinished colouring" or something? In my opinion it doesn't make sense. It looks like an outline was in a different shape than the "colour-filling" and the empty spaces which had left were filled with an odd texture instead of an original colour. See her heel, thigh, hair, purse, sleeves... Although I like the concept of this picture, the effect I'm talking about distracts me too much. I took a closer look at his other works and there is nothing else like this, so it can't be his style for purpose. I can't help but think that the artist somehow left it out by mistake.

I'd say it was on purpose; it's a texture of various colors. It's also easily noticeable on the full picture, I'm sure if it was a mistake he would notice it. I know no software that would have a backsplash like that that could be overlooked so I'd say it was just for aesthetic experimentation.
