1. Disguise as human, get acquainted with fellow humans. 2. Create an anti-youkai vigilant milice. 3. Gradually hires more members, grow in influence. 4. Slowly becomes fascist, complete with harassment of humans that aren't part of the committee. 5. Under accusations of them being "youkai-fuckers", slowly discourage all resistants humans. 6. Start a pogrom against the youkai-fuckers, murder a large part of them. 7. Yukari or Reimu takes action. 8. Everyone understand that the committee turned into a fascist group. 9. Everyone stops supporting it. 10. Youkai are accepted in the village because "are you one of these fascists asshole"? 11. Youkai are gradually accepted, though they're still feared a bit. 12. Rumia can finally buy food from the village instead of being spit on because she's a youkai. 13. ?????? 14. PROFIT.
