Today i was playing DDC again, and i noticed that her sprite is blurred on the bottom, showing that she is partially underwater and thus not flying. Just speculating a bit, but this could mean mermaids and other underwater youkai trade off their flying ability for underwater breathing and enhanced swimming skills.

Since she gets stronger in water, she's probably flying with her body touching it in order to get power.
