    its a reference with the original manga

    in the original manga. this is the same scene happen when Haruna is about to go berserk using Maya's armament to bombard the land and Admiralty Code stop her and settle down Haruna's emotion modifier. the Admiralty Code here probably stop Kongou from spouting bold question XD
