But - but stage placement doesn't determine power level. Meiling is around Sakuya's power level at least, Flandre is more powerful then Ran, and Yuyuko is both a stage 1 AND 6 boss!1!1!

If you can prevent it, or avoid it entirely, then I see no reason to think that it's enough to call her OP. One example, cut off her hands. It's a common method I see people use to deal with Flan in several fanworks.

Her ability doesn't work like a sniper rifle. She *can't* miss when she clenches her hand unless she was blind from the start (Rumia > Flandre confirmed) or as you said, you cut off her hands before she does it. Hands that she can regenerate anyway, and good luck doing it while she is looking, since she is super-fast, super-strong and can turn into bats/mist to dodge whatever you throw at her. Her PMiSS profile explicitly says that her ability doesn't have weaknesses and that "how to to defeat her is unknown". The only ones that are superior in cheating are Yukari and Suika, because they can do many other things other than destroying/killing something (ex: Flandre can't steal cookies by opening holes in the air). Even if you exclude her ability, she is basically enhanced Remilia, who is considered extremely powerful on her own, probably already stronger than some EX bosses like Ran or Nue.

I understand people like Meiling because martial artists are cool an all (and because of some Dragonball heritage), but being good at giving punches is simply not on the same level of magnitude as manipulating time and space, unless you are top class on doing it and you also have some other abilites (oni/vampires/Byakuren all have other things that help them). Sure, Sakuya is physically much weaker, but this is true for any youkai vs any human (unless the youkai is Patchouli). Is like saying that Rumia and Mystia are on Reimu and Marisa level because they can one-hit-kill them. Bare-handed, just like Meiling could.

No, it's not like a sniper rifle. It's like a tactical satellite beam. From how I see it, she needs to see and lock onto the target. The whole "pouring her power into a certain part(緊張している部分があって、そこに力を加えれば)", and "moving the 'eye'(「目」を移動させ)" thing, means that it'll take some time and she needs to focus on her target. There are even some speculation that says if she didn't focus it into the right point, it'll fail(but let's not mind that now). And obviously it won't "miss" when she clenched her hand, but what about before that? If you're fast enough you can run around her. If not, obstruct her view, hide behind the environments, sneak up on her, anything to get out of her field of vision. And I know about her regeneration, but how fast is it exactly? If someone managed to do that, then surely she can keep up with her and do it again no matter how many times Flandre tries to grow them back. Of course, killing her is another matter, but that's not point here anyway. Indeed, a vampire is strong. Easily regarded among the highest tiers in the youkai world, but do you think the titans I was referring to isn't at least on the same level or even higher? And you seriously think Ran is not among those? I'm not denying Flandre's strength, but I'm not taking that "more powerful than Ran" statement. Also, Flandre is only better than Remilia in the destruction capacity(that's her thing after all), but Remilia is still the more "powerful" of the two sisters.
Though I'm not here to talk about those two, it depends on how you compare them. In Danmaku battle, obviously Meiling < Sakuya. But in normal fight with no abilities, Meiling certainly would get the upper hand. Only when Sakuya have access to her abilities that she can be regarder more powerful than Meiling, and even then she has to be smart with it. Simple setting up knives during time stop certainly won't be enough. From Meiling win quote in SWR, she can keep up with Sakuya's knives skills, so it won't be an easy thing like most fanwork portrays. Sakuya's weak physical strength is another thing that limits her, since her attacks can never be far stronger than the other, making her have a hard time or even powerless against opponents with extreme toughness(Tenshi, Onis, Byakuren, etc).
I think the main thing is to not take everything in an absolutely true basis. After all, PMiSS for example (not to discredit ya or anything) was created by Akyuu, so being completely factual is a bit askew and more along the lines of partial facts with bias (talking to people about said person and such).
That being said, I haven't seen anything to necessarily say it takes long for her to "crush" a target or if moving from field of vision matters if she already has said target's eye, or if she constantly has to watch said target when creating the eye.
Just wanted to throw in some cents myself, I find power talks interesting (as long as they don't get out of hand of course).
