I don't think Chung is anywhere near level-headed...
Half of his skills includes blowing shit up and destroying everything in sight. He makes Add look sane in comparison.

Judging from some of Tactical Trooper's victory poses, he does seem to be the most level-headed of Chungs, even if he still blows things up. And oddly, Night Watcher Rena is the most vain of the Renas.
