This does kinda bring up an interesting note though. Every Inkling wears bike shorts no matter what, even when wearing long sleeve shirts. Kinda makes you wonder why that is. Could it be an Inkling cultural thing? Is it just because the game is taken place in the summer time and they switch to pants during the winter? Makes you wonder.
I'm reminded of Sayaka from Saru Getchu. The developers knew gamers would be using the camera angles to get upskirt panty viewings so they gave her a pair of bike shorts in an attempt at censorship. Unfortunately for them that had the opposite effect.

Also bike shorts do a lot of things that would be useful for inklings like reducing friction, weighing less, allowing more mobility and what not. That and/or what Monki said; Nintendo wanted to prevent pantyshots but only added fuel to the fire.
