... That's what they meant. "Painted on a swimsuit" means they painted it on, not painted on it.

I think it depends on the paint. There are some paints that don't come off with water once they're dry.

He is quite correct, there are a variety of latex paints that turn into a water-proof rubber like substance when they dry, and are often used to paint on swimsuits.
