    What are fairies doing outside of the Naval Base anyways? Shouldn't they be in the human village, playing pranks or freezing frogs?

    Just checking, but is that what people who works for the government are called for most people?

    公務員 means someone directly employed by the government, including the military, teachers, politicians and bureaucrats.

    For me, civil servant excludes the military and 'Government worker' sounds naff.

    Or also heard them referred to as being "on the government's payroll", which may be a way to translate the comment.

    The JSDF are considered part of the Japanese civil service, yes. On, say, a drivers license application, you'd put down 公務員 (自衛隊) or something. Same as any other government employee. No separate main category for them.

    Most other countries consider their military (even small ones like New Zealand) separate from the civil service. Hence the 'civil' part.
