What's the bottom frame referring to? Are they actually inside a robotic copycat version of one of the judges or are they just spying (I thought it was the latter)...

They are inside their Sherman, and for once, didn't do anything illegal. Due to them getting caught by the judges a few times, she kinda get paranoid.
