It's not like the Mosasaurus is some kind of superpowered being. It's just a normal animal, so conventional explosives can easily kill it.

I'm not so sure, the threat of releasing them into international waters was enough to Keep the US navy from shutting down the labs at Jurassic park.

It can Avoid any surface vessel with ease and could probably damage submarines and small craft, to say nothing of what it would do to the fishing industry.

It's not like it's a monster straight out of Godzilla. Submarines shooting it with a torpedo from afar can easily kill it.
