Ive seen instances of stuttering neen done in hiragana though. How Else would You put a pauze in names in kanji.

Because he spent all his rings on a squadron of destroyers. He chose them, out of all the shipgirls on his base.

So Ooi is his first flagship, while I' assuming Murakumo is his starter ship.

So, why has he not ringed either of them, while he has ringed the sixth DD division and the Kongou sisters? How does that make sense? Ooi/Murakumo should have reached level 99 waaay before the other girls. In fact, why does he make plans to ring Nagatsuki when Murakumo is just sitting at lvl 99?

AFAIK, only Kongou has the ring - Haruna sure didn't during the swimsuit bit, and I don't remember Hiei or Kirishima wearing any. I think he's a certain type of destroyer-con, and unless they're wearing sailor skirts, he's not ringing them.

And Kongou, who won't take no for an answer.

Looking through the pools again, it does indeed seem like Haruna and Kirishima don't have a ring... but Hiei does.

So she's his seventh wife and Nagatsuki's getting ready to be number eight, not to mention he has over twenty other girls that we know of that are into him.

I'm pretty sure he'll ring any ship of the appropriate level once he catches on to their affection and they stop being tsun about the whole affair. I don't think he's ever refused such a request - but then again I don't think any of his girls has ever asked directly.

His primary concern is making them happy, not getting a wife or harem.
