    Could it be she mistook people at the door with NHK tax collectors and she's telling them she doesn't own a TV?

    Probably. Seems to be quite common anyway. From the look of it, she's saying this house doesn't have a television.

    thank you guys, found the news. its about NHK TV channel tax collector, it says that even if you dont watch their channel, the tax collector still come if you have any device with tv channel receiver to watch tv. a different way since here where i live tv channel got their revenue from ads

    but if i want to compare their shows/programmes with most tv channel here in my country, its just worth to pay it if you watch nhk, its pretty entertaining. but their way to collect on ppl who dont watch it seems a bit too rude than just to give a way to block the TV channel if ppl dont watch it

    Maybe from the distant past when there are not many TV station and not many business are convinced that TV is a powerful advertising medium. It's the time when tax-funded government is the only one that are able to invest in building TV station and all the required infrastructures. And without ads, they need the tax money to operate.

    I'm not in Japan, but I have vague memories that my family still pay TV retribution until late 80s, then it disappear when many private TV stations starts broadcasting without needing paid decoder to watch.

    The thing is that those people are hired "collectors" and isn't working directly for NHK. I personally won't trust those people and especially not enter a contract with them.
    Especially when they come to your place like a sort of loan shark.
    If you want to pay for NHK you might as well go straight to them.

    Don't have a TV, and the NHK man just straight-off believed me. Which was nice. Do get the 'You haven't paid' notices for the previous tenant - even though I told NHK that they moved out. A year ago.
