That's not how it works. This image is composed of multiple scenes; one scene depicts hetero activity and one depicts yuri. There is no bisexual activity in either, as both scenes have only two people. Per the discussion in topic #5842, neither tag "nullifies" the other as long as there are multiple couples, which is the case here. The same discussion also resolved that yuri and cum aren't mutually exclusive.

If you don't want to find images like this one, search for yuri -cum -penis instead. Or just use your blacklist.

In the topic mentioned above, user #53985 made the observation that "Bisexual can only be tagged if there is (homosexual + heterosexual) interactions between 3+ people," which is pretty much exactly what you're asking. There were no objections raised, and that discussion ended years ago, so the matter appears to be settled.

If the issue were ever reopened, I would support broadening the definition to include pictures like this where a character is demonstrated to be bisexual by showing sexual or romantic interest in both men and women, regardless of whether or not both are happening at the same time.
