Given how the patriots work, it'd be interesting to see how that impacts the legends that gensokyo inherits as people stop believing in them.

well Cipher was a case of why having too many isolated cells is a bad idea, since you have a shared pool of resources without centralized control or oversight.

I was thinking moreso MGS2-era patriots, since they are all about the control of information.

Of anyone to be a female skull, I'd think yoshika would work. Koishi would make a good zero considering
