It's from the opening animation of Nisemonogatari: Tsukihi Phoenix. The song itself is titled "Platinum Disco" or something.

Well, it's been quite a while and I didn't bother confirming it either. The "Platinum cute" was the first key for me, then I remembered the dancing and now, the whole picture.

It's almost a riff on the "slow applause" scene in Citizen Kane. Everyone else thinks Kane's trophy wife is a terrible opera singer, and he's sitting there clapping with a look on his face that says what he really would prefer to be doing is murdering everyone else in the audience. :)
