Flowey did admit that Sans has caused him many, many resets
Not just that, Sans is the entire reason Flowey still hasn't reached Asgore and the human souls. Basically Flowey NEVER DEFEATED SANS, despite resetting many times, so in the end he tried to use a different tactic..... YOU
Even the Fallen Children himself becomes a bit concerned when Sans start warning you.
