In Akebono's case, it's more protective custody. Look at how many shipgirls she's upset due to rash and uncalled for remarks. He's the one who has to clean up after her.

You mean apart from her character name being BONO, as seen on the previous page? Between that and the Naka-chan-style routine (and he already knows Bono's a Naka fan), you don't have to be Kuso Teitoku to make the connection.
It's more a question of how did he know she'd picked up the game at all.

Someone in a previous thread suggested that he's a father figure to Akebono, and I think that may fit here. Notice that he let her know it was him as soon as reasonably possible - he could conceivably have strung her along a lot longer.
