if this game is what I think it is, it's called "Big 2" (can go by a variety of other names), where the point of the game is to get rid of all your cards the fastest by putting down increasingly better cards of the same status. The game shares almost all of the same hands as standard poker (my friends and I don't play with the two pairs hand, though) and the game can get pretty epic if people have the right luck and cards to pull out some big five card hands. Incidentally, 2 is the highest card in the game, hence the name, which may confuse new players who are used to having the Aces as the highest cards.
Typically the person who starts off the game is determined by whoever is holding the lowest card (three of clubs for alphabetical, three of diamonds for others), and that person or whoever starts off a fresh turn once everyone else passes determines what kind of cards everyone else has to play. If he/she puts down a single card, everyone else must put down single cards of increasing value until someone plays a card that no one else can beat (or choose not to beat), at which point that person gets to play whatever he/she wants as a new turn. Pairs for pairs, and five-card hands for five-card hands.
Taihou is probably crying because she can't ever seem to play any of her cards, maybe because she has a five-card hand that she wants to play but can't because no one is ever playing hands like that, or has lots of pairs that she doesn't want to break up because everyone else is playing singles, or because she simply doesn't have any 2's (in this game, playing with no 2's in your hand is very tough to win). Hence, she's probably trapped in a perpetual cycle of constantly having to pass since she either can't play anything that'll beat the last card or is unwilling to split up a good hand/pair because she's hoping she'll get the chance to play it. Considering her luck, she might not ever, a position I happen to understand very well after hundreds of hours of playing this goddamn game. FeelsBadMan
FYI, the other 4 girls have the highest lucks in their class, while Taihou has the lowest luck in the entire game.
