Technically speaking, the Iowas could push 'around 40kts' (basically in the 38kt range) if running 'close to empty' and running the power plants hot.

Of course, speed thrills only.
No warship would be sent to battle with no ammo, no supplies, almost no fuel, and only a skeleton crew.

...so, basically, how some ship builders cheated on the speed trials.
