Error tag: Artist has drawn Chibi Usa's outfit with the lower and upper halves seperate with the school swimsuit underneath. Sailor Senshi outfits are actually a single piece leotard with a mini skirt covering the bottom. Really Chibi Usa should be just wearing the school swimsuit with the skirt as an extra. But that's just me being petty, still a very cute picture.
