Firstly, its not Kai ni clothes. The straps are the shoulder straps for the non-kai ni, which are everyone.

There's no real way of knowing which Asashio it is but either way she's got a nice set of gams on 'er.

Secondly, now to eliminated the "wrong" answers. From here we can see that the legs are only wearing kneehighs. So those with thighhighs (Asashio and Asagumo) and bike shorts (Asashio and Yamagumo) are out. Now we are left with Ooshio, Michishio, Arare and Kasumi.
And the third point, is something I only found out just now. See the Rising Sun flag on the right leg? Only one Asashio-class has that in her CG.

Well I won't change it for the same reason. And in the pixiv comments they are all also guessing her.
Kasumi character tag has been added. I don't see any reason to second guess the artist's intentions. He's drawn 33 Kasumis, I think it's fair to say he knows what Kasumi looks like.
