It's one of Russian 2chan's mascots, but there is (quite literally) over 9000 of them, so forgive me lack of character tag. I am simply not able to remember and keep track on all of those. There was some infographics with names of most of them circulating around, but it was back when level of my Russian was much worse so I didn't save it.

I've heard they had a board specifically just dedicated to creation of mascots/-chans/-tans on their main imageboard the Russian 2chan (“Sosach” – taken from Russian word for sucking, called so because it sucks being the main mainstream “normalfag” board “shkolota bydlo” posts on alike to 4chan and Ylilauta now), can't confirm nor deny that (but wouldn't be surprised if it turned out true). But it seriously looks like they create new one each day, there was even a freaking Visual Novel my acquaintance studying Japanese and Russian tried to translate to our language specifically about their chan mascots.
