It refers to an state/action that has started some point in the past that still continues (it came doing X, e.g. I came having been deceived). It can generally be translated as the Present Perfect Continuous (i.e. "have been", e.g. "I've been deceived") in English.
Don't confuse it for the VerbてVerb construction (do X and do Y).
