Hatsushimo here is pictured cosplaying a Kagerou class outfit. These are worn by: Kagerou, Shiranui, Kuroshio, Oyashio, Hatsukaze, Nowaki, Arashi, Hagikaze and Maikaze.
However, all of these outfits are different from one another.
Kagerou, Shiranui and Kuroshio wear bike shorts under their skirts that extend most of the way down the thighs. There are no bike shorts here. Likewise, Nowaki wears pantyhose which Hatsushimo is not. There can be little doubt that Hatsushimo is not cosplaying any of these.
Only Kagerou, Shiranui, Kuroshio, Oyashio and Hagikaze have that style of neck ribbon. Not only that but the other four also wear the outfit in a very different way, so it is obviously one of these 5 that Hatsushimo is cosplaying. We've already eliminated 3 of them for certain so that leaves only 2 - Hagikaze and Oyashio.
Hagikaze has a red neck ribbon, whereas Oyashio has a purple one. What colour is Hatsushimo wearing? Purple. Only Kuroshio has a remotely similar colour. So only Oyashio matches
Oh, and the colouring of the vest and skirt matches Oyashio, Hagikaze and Arashi. Not any of the others. And the pattern on the skirt does not match with either Hagikaze (2 lines, one much thicker than the other) or Arashi (only one line) but does match Oyashio.

It's not that complex to work out - you can tell just from one thing using either the ribbon or the skirt pattern if you trust the artist's accuracy. It's just that the uploader deleted the tags twice so I felt I needed to put forward all the evidence and in so doing show that everything points in the same direction.
There's also a slight difference in the style of the gloves between some of the different Kagerou class kanmusu but this is only noticeable for a few of them (compare Shiranui's wide cuffs with Hagikaze's much narrower ones, for instance) and, unlike the things I gave as examples, there are variations even within the official art of individual kanmusu for a couple of them, so it's not really a reliable way of telling them apart. Hence why I didn't mention it.
