I really hope that it won't turn out that part of the reason he's doing all this (aside from the whole 'oh, if another country gets her they'll be a threat to us') is that some other witch killed his family or some rot like that, and so is out to get any others so that yadda yadda. He's showing himself to be fairly unsympathetic due to his methods, so having some half-hearted backstory like that would be disappointing.
