    It's an old in-joke.
    There hasn't been a time where all Tornadoes were operational since they've entered service with the german airforce.
    Last year they had 30 operational aircrafts out of the officially owned 93.

    The Eurofighter on the other hand is known as the "Can I fly a Tornado instead?" aircraft.
    Pilots don't trust a plane when it consistently has issues ranging from short electronic failures to: "Well, I think I just lost the engine... eject."

    The cute part about it was our minister of defense's reply to criticism about the low number of operational aircrafts.
    She basically said: "We only need 6 operational aircrafts for our current international activities, so I think 30 aircrafts are perfectly fine."

    Nvm that nobody expected any better from our "former" minister for family affairs...

    The irony of striving for peace and welfare is that it often causes more deaths by not focusing on the real fundamental of a country, it's military. It happened after WWI, breaking down arms and preparing for peace only to scramble for weapons during WWII, then they repeated the same thing after WWII and still are continuing.

    I hear from pilots here in the US that similar stuff is going on where electronics are jammed in that takes the pilot out of the situational awareness and puts him at risk.

    Few countries strived for welfare after WWI. Germany couldn't afford it; the British were too mean, and the Americans set the dogs ( MacArthur & Patton ) on the Bonus Veterans.
