Why would someone assume he is American? I could understand Canadian, but from the name alone, American flys out of the window completely, or?

Because growing up with the understanding that Cabell was the greatest of American authors, I expected Papé to be of the same ilk, maybe from Louisiana or Florida, both of which have a ton of French heritage --- not withstanding the Spanish beating them up and then the Anglos crushing all other cultures. *

Then again a middle lone initial is vanishingly rare in British naming. Offhand I can't think of any other. Common in America, though.
