She was around before Disgaea 2. Her and other characters from Makai Kingdom were everywhere in Disgaea 2 (I think Tera Wind and Tera Star also had some Makai Kingdom characters).

Omega Wind is Alexander, God of Destruction from Makai Kingdom. I dunno about star, never got it.

Tera Star Is, fittingly, Star Overlord Valvoga, who is comprised of, and warning, this is a spoiler, Self Conscious and insecure Demon General Mickey for the top third, The One and Fallen Angle Ophelia comprises the solitary head at the base of Mickey's hip, and The crazy as fuck nearsighted dragon skull Dryzen who takes up the lower half of the body.
